LONDON COUNTY COMMITTEE 2020 – BYE LAWS
1. In accordance with Rule 3.11 T.O. 2019, the County Convention shall elect the following:
Chairperson, Vice-Chairperson, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Coaching Officer, Officer for Irish Language and Culture and Public Relations Officer. It shall also elect two representatives on Comhairle na Breataine and one representative on the Central Council.
2. It shall appoint a Development Officer, Children’s Officer, as recommended by the outgoing County Committee.
3. In accordance with Rule 3.18 T.O. 2019, the County Committee shall consist of the Officers, Provincial Council and Central Council Representatives, the Co. Referees’ Administrator and one member from each affiliated adult club. Also a Youth Officer and a Wellbeing Officer both appointed by the County Committee at its first meeting. All members shall have voting rights.
4. In accordance with Rule 3.20 T.O. 2019, the County Committee shall appoint the following Sub-Committees at the first County Committee Meeting of the year:
(i) Management Committee: It shall consist of 14 members of the Association, the fourteen to include the County Chairperson, County Secretary and County Treasurer. It shall also include the following: Chairman of Finance Committee, Chairman and Secretary of CCC, Chairman of Youth Sub-Committee, Chairman of County Public Relations / Marketing Committee, Chairman of the Development Committee and Central Council Delegate. Two members shall be elected by the County Committee and two members shall be nominated by the County Chairperson. Not less than seven members attending a duly summoned meeting of the County Management Committee shall constitute a quorum. The full-time Finance and Operations Manager shall attend without voting rights. All financial accounts shall be approved by Management Committee and be ratified at the following County Committee meeting.
(ii) Competitions Control Committee: It shall consist of 7 members plus one (1) Fixtures Analyst and the County Referees’ Administrator, who shall vote only on the appointment of referees.
(iii) Fixtures Planners Committee: Two Fixtures Planners shall be appointed by the Management Committee. They shall be responsible for planning, monitoring, analysing and reviewing the County Fixtures Programme.
(iv) Hearings Committee: It shall consist of 5 members appointed by the County Committee – none of whom may be a member of the C.C.C. or the County Management Committee.
(v) Planning, Physical Development and Safety Committee: It shall consist of a Chairperson (the Development Officer), plus four other members to be appointed by the County Committee.
(vi) Referees’ Administration Committee: It shall consist of a Chairperson (the County Referees’ Administrator) plus four others appointed by the County Committee.
(vii) Coaching & Games Development Committee: It shall consist of a Chairperson, (the Coaching Officer), plus four other members to be appointed by the County Committee.
(viii) Cultural Committee: It shall consist of a Chairperson (the Officer for Irish Language and Culture) plus four other members to be appointed by the County Committee.
(ix) Public Relations/Marketing Committee:
It shall consist of a Chairperson (the Public Relations Officer) plus four other members to be appointed by the County Committee.
(x) Youth Committee: It shall be responsible for the initiation and coordination of all Youth Activities within the County. It shall consist of a Chairperson (Youth Officer), Youth Secretary, Youth Treasurer, Youth PRO, Registrar, Children’s Officer and one named representative of each club with an affiliated youth team.
(xi) Finance Committee: Following agreement with Ard Chomhairle, Coiste Co. Londain shall sanction a County Finance Committee consisting of a Chairperson (Assistant Treasurer) plus seven other members. It shall have responsibility for all financial matters relative to the generation of income relating to the day-to-day activities of the County Committee referred to it by the County Committee and/or the County Management Committee.
(xii) Information Technology Committee: It shall consist of an appointed Chairperson plus four other members to be appointed by the County Committee.
(xiii) County Team Management and Panels Finance Committee:
The membership of this Committee shall be as detailed in the Charter for County Committee/Player Relationships approved by Ard Chomhairle from time to time. (Rule 3.20 (xiii) T.O.2019).
(xiv) Health and Wellbeing Committee:
It shall consist of a Chairperson (the Wellbeing Officer) and five members appointed by the County Committee. It shall have responsibility for all health related matters referred to it by the County Committee and/or the County Management Committee.
a) Transfers within the County shall be dealt with in accordance with Rule 6.5 T.O. 2019.
b) Within the jurisdiction of the London County Committee there shall be no club to club transfers permitted except for those applied for on an inter club transfer form submitted to the County Secretary after January 1st and before 1st April in any calendar year. This requirement may be waived in the case of a player who does not transfer into the County until after the deadline has passed.
c) A transfer request from a player who has participated for his club in any game within the previous 48 weeks will only be granted with the agreement of the club the player is transferring from. Transfers lodged before the deadline that are held up by the application of this clause will become effective after the expiry of 48 weeks from the date of last participation.
d) Transfer requests submitted after the 1st April will not be considered except where the applicant has not participated in any games for 48 weeks in which case the transfer can be granted.
e) Transfer requests received subsequent to County Committee Meetings to be passed to the Secretary of the Competitions Control Committee.
6. Attachment to First Club:
In accordance with Rule 6.4 (c) T.O. 2019 a person seeking to become a member of the Association is allowed an unfettered choice of Clubs.
7. The period of time during which Senior Inter County Players shall not be expected to fulfil interclub fixtures prior to Inter County championship games in the same code shall be as follows:
All Ireland Finals – maximum 20 days
All other grades – maximum 6 days.
8. In accordance with Rule 6.20 T.O. 2019 a club with a second team must submit a list of players they wish to regrade for the current year on or before the 1st February of the current year. Applications will be made to the Competitions Control Committee and the application will be processed under Rule 6.20 T.O. 2019.
